Some weeks ago I bought and installed on my old off-line computer the WinXP system Home edition with Hebrew interface. I was not aware that in my country Microsoft promotes two version of this program, one English and Hebrew enabled, other with a Hebrew interface only. I am used to work with an English interface and I am looking for any additional add-in or program which will permit me to change the interface language, as I did already in Word.
The local Microsoft advised that the only way is to exchange the program disk, but I suppose that some other way can be found.

Problem is, the source code for Windows operating system is a closely guarded secret. So there is no open source program written for what you are looking for,
