The problems using the family or neighborhood computer guy is always illustrated when something goes wrong. The actions you describe he did seem appropriate - using well known products with good reputations. If your security defenses prior to that were deficient, then the inconvenience of blocked access is a better problem than being exposed to identity theft, the computer commandeered by badguys, or worse!
What prompted him to do the upgrades when he did? Were you having other issues? What other security applications are running?
Sadly, with so much done at once, it is impossible to know what broke your access. Is this the only site you are having problems with? Only chat room? Are you 200% sure the URL (site address) you are entering is correct? Please understand that badguys visit chat rooms too - especially if popular with young users - and pretend to be your best bud.

That's good, you can verify the site is up and running then, but it does not prove her site has not been compromised. Can you access this chat room from another computer with no problems?
I use AVG on my main systems. I don't think it would be Secunia - assuming you are talking about
Secunia PSI - that is a neat program that is extremely helpful in making sure you are aware of new updates for all your programs, including drivers - I run it every few weeks - more as a status verification check. As jephree noted, you can disable it. You can also set it to not run at startup, but manually like I do. That said, I agree with him - if the problem started after you installed it, try uninstalling it. You can re-install it later, ensuring (as always) to use the Custom Install option to disable or not install any options not wanted, and set configuration.
If following jephree's suggestions above do not resolve the problem, I would purge the hard drives of clutter using Windows (
XP or
Vista) Disk Cleanup,
ATF Cleaner or
CCleaner. If using CCleaner, uncheck option to install Yahoo toolbar during installation. Before first use, go to
Options >
Settings >
Advanced and ensure
Only delete files in Windows Temp folders older than 48 hours is
unchecked.
Note: Know your site credentials (user name and password) for sites you frequent before cleaning; you may have to login again at next visit.
Download and install
Malwarebytes's Anti-Malware (MBAM) then scan as follows:
Check for updates before scanning,
Select Perform quick scan > Scan,
When complete, click OK, then Show Results,
Ensure all is selected, and click Remove Selected,
When complete, save the log in Notepad to a convenient place for future reference.
If still no luck, I would "Reset" Internet Explorer and see what happens. This is done through Tools > Internet Options > Advanced. This option takes IE back to original default settings. It also removes 3rd party add-ons, a very common source of conflicts. If you have installed any special toolbars or add-ins like IEPro or IE Spell, you will have to reinstall them - a minor inconvenience - but it give you the opportunity to again, use the Custom Install option to install only what you want and need.
