200mhz should be 400mhz

Hi can anyone tell me why if i have a board that runs upto 800mhz fsb and a 2.4 ghz p4 processor and memory 2gb memory that should run at 400 mhz why i have speed of 200mhz and the performance of my pc is hopeless.

Is this a new hardware change? Did it ever say 400? Did the PC ever run good?

What is the maker and model of the motherboard, or computer?

Please download and run CPUz and from the CPU tab, what does it say in the Clocks section? (Or provide a screen shot of that whole tab.)
