If you are receiving e-mail then your connection must be active.
Both Outlook Express and MSN (and or Windows) Messenger have default options to establish a connection when Windows starts. These can be turned off but again if you are actively using Outlook Express you must have an internet connection.
If I misunderstand the issue please:
What is the verbatim message in the window?
Also:
Is this a new problem? Were things working OK previously? Any new hardware or software?
If this is a new problem try a System Restore to a point prior to the problem:
start > All Programs > Accessories > System Tools > System Restore

hello
yea the problem you have is due to other programs which have been installed which on startup will require an internet connection for its full use, there are programs out there which allow you to manage this problem with a click of a mouse.ive stumbled across them but havent bothered.

Just to clarify:
You are opening old e-mails that you have already downloaded?
Otherwise if you are opening Outlook to get new mail an Internet Connection is required.
If I am missing the point please post the verbatim message that appears (or a screen shot).

Could you please post the exact message that pops up.
Please take the time to write it out or take a screen shot.
This little tool might help:
ScreenHunter 4.0 Free

You can take an image of your pop up box then attach to a post here.
For example:

Hi
I think I'm beginning to see what the problem is.
When you boot up the computer, there are alot of programs that are set to log in to the internet.
Most of the are temporary to check for updates.
Microsoft has a couple that stay logged in.like MSN Messenger.
As for Outlook or Outlook Express:If your settings are to download messages or to check for messages as soon as you open the email client,it will log in to the mail server. To avoid this, change your settings.
Another thing is with email itself. If you receive HTML email,
text and graphics, the email client (Outlook Express eg)will log in to retrieve the graphics fron the internet if they were not embedded in the email.
This is different from pictures that are sent to you by family or friends. They are embedded in the email or as an attachment.
To know which programs are trying to access the internet, you should use a firewall that reports your traffic.
