I would suggest going to Windows Update and taking all Critical (Express) updates. One of which will be IE7.

that's like telling someone to get a new car instead of fixing the car that they already have.

I need to fix the problem that its having now with internet explorer 6, i don't want IE 7.

Actually it is like advising a car owner to follow the instructions of a recall so the manufacturer can update a problematic situation for the safety of all concerned.

As IE7 is listed as a Critical Update; Microsoft deems it critical to the good running of an XP SP2 machine.

If they considered it an option they would have posted it as an option. They chose to post it as Critical.

That being said the only way to repair IE6 is to reinstall SP2. There is no option to turn on or off the feature you mention. Therefore a complete reinstall is necessary.

Sounds like that's how the page was set up, to keep the hyperlink colors the same. This could be for aesthetic reasons.

Or does that happen on every page you visit?
