You do not need to install the whole package if you don't want it. You can just install Nero Express for example. Choose Custom during the Setup and only install what you want.
Do you already have Nero 7? Or are you thinking about buying it?
One interesting note is that most DVD/CD drives that you buy will come bundled with DVD/CD burning and playing software. For the approximately $50 USD you get a drive plus the software that costs the same.
