Two users, one without internet access

My computer is set up for two users.

User A works fine on the internet unless user B switches to his side and runs some programs and uses the internet. When user A switches back to his side he can no longer bring pages up on the internet or get e-mail. User B's side never has this problem.
We must re-start the computer for user A to access the internet. When we restart a message appears "DSAgnt.exe not responding".

What is going on?

DSAgnt is Dell Support Agent.

I would turn this off and stop it from starting just to see if it is causing the problem.

You can stop it from starting by going to start Run... msconfig --> Startup

Look for DSAgnt.exe and uncheck the box next to it.

On reboot you will be told you are in a diagnostic mode. Just click the box that says "Don't show me this again".
