Define: "back arrow".

Do you mean the arrow on the IE toolbar? If so is the Address bar visible?

What version of IE are you using? IE7? Is the arrow not there or there but with no content?

etc.

Right click in the button area or the Menu Bar area. A drop-down type box should appear with "Standard Buttons", "Address Bar", "Links", etc. Choose "Customize" near/at the bottom. Within the small window that pops up, you can add, remove, move up or down the available buttons. When you're fininshed and happy with the results, right click again in the button area or the Menu Bar area and choose "Lock the Toolbars".
