can't access "user accounts" on my computer

Hello. I have an extra user account on this computer and I no longer need it. I would like to delete it but when I go to Start-Control Panel and click on User Accounts it doesn't open up. Any suggestions?
Thanks for your time!

Do you mean the entire User Account section will not open?

Are you the Administrator? Have you tried opening in Safe Mode?

In XP Pro you can also Run... control userpasswords2
