hidden RECYCLER file

I've got 7MB sitting in the hidden RECYCLER file and would like to know if I can delete all contents or would I be creating a self-inflicted disaster?

There is a file folder S-1-5(blah blah) ending in-1009 and then a child recycle bin S-1-5(blah blah)ending in -500. The recycle bin contains recent things I've deleted. The file folder contains nothing I recognize:
Folder Dc1
Folder Dc12
Folder Dc13
Folder Dc22
File INFO2
4 - DAT files
5 - TMP files
14 XML Docs

Appreciate any help

I always delete those files
