Reformatting Hard Drive Question/HELP

I have a Compaq with Windows XP that I got about 2-3 years ago. Anyway, I have a lot of software on it that can't delete (due to missing files, etc) also have virus, ads, and lot of things taking up space. The PC also is running slow. I did a System Restore but it will no longer let me change the month or day. It want let me click on the month back area. So I did a System Recoery and it set Windows XP back to how I had it when it was new. However it still has all the same software I added later. I want to reset my Windows back to how it was when I got the computer. Start all over. I made a CD of the files I wanted to keep. Now, do I just reformat the hard drive? The computer DID NOT come with any CDs at all. However I have a E: drive listed as Recovery. So can I reform and just boot it up?
What do I need to do before I do this?

You need to follow Compaq's instructions for a "Destructive" recovery.

This should be a "factory" reset.

If you try to manually reformat you will need a new retail version of XP to install.
