MSN Contacts Exporter - it does not say if the shareware version is fully functional or not, or if you have to buy it for it to actually work. Fortunately, it is not expensive.

this. Note that it is not for Outlook but that should not matter. After you save the .CSV file, go to Outlook > File > Import and Export... Then select Import from another program or file, and select Common Separated Values (Windows), cross fingers, and see what happens.
