removing games

I have employees that play MS card games when not busy doing something. The problem is, it has escalated to interfering with their job duties. Being clever they all know how to reload the games after we remove them.

My question; can you remove the games so that to reinstall them you must have the actual XP disk?

How are the employee's reloading the games? Through Control Panel, Add/Remove Programs, Add/Remove Windows Components/Accessories/Games?

Policies settings should remove the ability of running such.
