The altered shutdown screen...

after a week, suddenly that four choices: hibernate, stand by, turn off and restart have been reduced to two: turn off and restart. The other two have been pushed into faded icons with no ability to access.
How can I restore all four?

The most expedient option might be a System Restore to a point prior to the problem.
